FOICA publishes the Summary of the 2025 Annual Financial Report. According to the report summary, in 2025 FOICA paid AMD 670,929.25 in state taxes.

Summary of the Financial Report 2025

 

In 2025 FOICA delivered the following outcomes:

 

FREEDOM OF INFORMATION

  • More than 300 information requests were submitted in 2025. The collected data through these requests was used for advocacy, legal support, and research purposes.
  • FOICA assisted more than 50 journalists and citizens in exercising their right of access to information by providing consultations and support in drafting and submitting information requests, as well as, where necessary, in filing appeals.
  • Around 40 representatives of state bodies responsible for freedom of information were introduced to the Access to Information Self-Assessment System developed by FOICA and to the Unified access to information statistics form. Within the framework of a working discussion, representatives of state bodies enhanced their knowledge and professional skills on applying the self-assessment system, as well as on compiling and publishing access to information statistics. The wider application of these tools in the public administration system will contribute to the establishment of a more unified and effective practice of freedom of information in Armenia.

 

MEDIA RESPONSIBILITY AND ACCOUNTABILITY

  • With the support of the Freedom of Information Center of Armenia, 20 Armenian media outlets joined the Journalism Trust Initiative (JTI) in 2025 by completing and publishing transparency reports. This joint initiative of Reporters Without Borders and FOICA became a real turning point for the Armenian media landscape. In a short period of time, it helped local media outlets operate in a more transparent and accountable manner. The 20 participating media outlets now publish their values, policies, and accountability mechanisms. This development is not only about ethical compliance; it is also about rebuilding audience trust and setting a new benchmark for responsible journalism in Armenia. The Journalism Trust Initiative (JTI) was developed by Reporters Without Borders, an international organization working to promote press freedom, pluralism, and independence worldwide.

 

AWARENESS ON CIRCULAR ECONOMY

  • FOICA organized awareness-raising meetings on the circular economy for 65 students.
  • The meetings aimed to raise awareness among students of different academic backgrounds about the circular economy system and to help them understand how their future professional activities may contribute to the development of the sector.
  • In cooperation with ABN Media, FOICA produced a documentary film on the circular economy, as well as 10 short awareness-raising videos presenting simple and accessible answers to common questions on the circular economy.
  • FOICA also developed and published the guide “Circular Economy: How and Why to Cover It” for journalists and journalism educators.

RESEARCH AND GUIDELINES

  • Assessment Report of the Key E-Participation Platforms – In December 2025, FOICA conducted an assessment of the key e-participation platforms — e-draft.am, e-request.am, and hartak.am — and published a comprehensive bilingual report. The assessment analyzed and identified systemic issues affecting these digital platforms that hinder their full and participatory use by citizens, while also evaluating their compliance with digital service design standards, public administration transparency principles, and user needs.
  • Introduction of the Institution of an Independent Authorized Body / Commissioner for Freedom of Information in Armenia – Within the framework of this FOICA research, the need for establishing an independent authorized body for freedom of information in the context of Armenia’s international commitments is addressed, presenting the models of independent authorized bodies operating in different countries, a summary description of their functions, as well as recommendations aimed at supporting the establishment of an independent authorized body for freedom of information in Armenia.
  • Current State and Future Trajectory of Beneficial Ownership Transparency in Armenia – FOICA summarized the reforms aimed at beneficial ownership transparency in Armenia. The summary analysis outlines the current situation of reforms in the field of beneficial ownership transparency in Armenia, highlights the main achievements and gaps, and presents recommendations for further improvements.
  • Only Three Ministries Held Public Council Meetings in 2024 – FOICA published the results of the study on the activities of public councils attached to ministers in 2024. The analysis presents the extent to which the provisions of the Government decision of December 27, 2018 are being implemented.
  • The Confusion Around Billions of Drams Allocated Through State Grants – FOICA also published a summary on the grants and subsidies allocated from the state budget during 2024, presenting the data provided by the Prime Minister’s Office and 12 ministries, as well as the data available in open sources.

 

INTERNATIONAL COOPERATION AND REPRESENTATION

FOICA publishes the  Summary of the Financial Report 2024. According to the report in 2024, the FOICA paid 1,427,710 AMD/3511 EUR State taxes. 

Summary of the Financial Report 2024

In 2024 FOICA delivered the following outcomes:

  • 75 representatives from more than 50 central government and local self-government bodies have enhanced their knowledge and professional skills on freedom of information legislation through capacity development trainings.
  • 22 state bodies received consultations and advisory support on how to apply freedom of information and personal data processing rules, and how to improve public communication.
  • Mapping of all online public outreach platforms of state bodies (official websites, public service portals, mobile applications, official and personal accounts, and pages in social media) was conducted and a comprehensive database was developed.
  • The Access to Information Self-Assessment System, developed by FOICA, has been applied in the Prime Minister’s Office, the Ministry of Labor and Social Affairs, and the Ministry of Economy as part of the commitments under the Open Government Partnership Action Plan.
  • The access to information statistics form developed by FOICA has been introduced in state administration bodies, ensuring the creation of unified statistical data in the FOI field.
  • The Concept and the Action Plan of the Struggle against Disinformation 2024-2026 developed through FOICA’s initiative has entered into force. 
  • Assessment of the communication needs of the Supreme Judicial Council was implemented and a communication strategy and action plan of the Supreme Judicial Council were developed. 
  • In 2024, approximately 250 information requests were submitted. The data collected through these requests have been used for advocacy, legal support, and research purposes.

 

JOURNALISTS

  • We have assisted 100 journalists to get access to information by providing legal support on freedom of information.
  • We have conducted training courses and working discussions on the topic of freedom of information for about 50 journalists.
  • We have organized professional skills development training sessions for 20 journalists from Artsakh.
  • Artsakh journalists, with mentorship from FOICA experts, have produced multimedia articles on Artsakh-related issues and the challenges faced by its people. 

BUSINESS COMMUNITY AND ADVOCATES

RESEARCH AND GUIDELINES

  • We conducted “Access to Information Right of Journalists in Armenia-2024” research summarizing the practice of freedom of information.
  • We developed a toolkit for journalists on using the unified platform for electronic requests, e-request.am. 
  • We conducted “Establishment of the Independent Oversight Body/Commissioner for Freedom of Information in Armenia” research highlighting the necessity of its establishment in the context of Armenia’s international commitments.
  • We won a court case against the “Civil Contract” party which requested a settlement and provided FOICA with the necessary information.

Membership and Speeches

  • We became a member of the Global Forum for Media Development (GFMD) community of organizations supporting journalism and media development.
  • At the international event  “Borderless Repression: Transnational Threats to Journalists in the European Landscape” solutions for preventing transnational threats against journalists were presented.
  • At the 9th meeting of the Aarhus Convention’s Working Group on Access to Information in Geneva, we presented the opportunities and challenges of official electronic platforms presenting environmental data.
  • We presented FOICA’s experience and approaches at the local OGP conferences/events, highlighting the critical role of civil society and citizen engagement in the OGP processes.

During 2017 year FOICA carried out the following activities:

A. Civic Participation and involvement in reform processes of Freedom of Information legislation. 

• A Recommendation Paper based on the study of the best FOI international practice and the FOICA’s more than 15 years experience in the filed has been developed and submitted to the Ministry of Justice.

• An awareness meeting was organized bringing all interested parties around the table to discuss the prepared draft law on amendments to the FOI Law

B. FOI Strategic Litigation.

• 1 strategic litigation case with the focus on a legal issue of significant public interest in FOI has been developed.

• FOICA won 1 court case and 1 case the FOICA has applied to the Court of Appeal.

C. Public campaign for the public awareness of the right to know 

• Freedom of Information Annual Award Ceremony 2017 was organized in Yerevan;

• 2 social advertisement video materials “Your duty to inform” and “You have a right to know” were produced and published. 

D. OGP in Armenia

• An alternative Assessment Report on the Government’s Implementation of OGP Second Action Plan has been conducted and published. 

• “OGP-5 years in Armenia” Conference with participation the representatives of the RA Government, civil society groups, media and international organizations was organized.

• TV stories on OGP processes in Armenia were produced and aired by the Yerkir Media TV.

Projects, activities, trainings, publications and financial report for 2010.

During the year of 2010, “Freedom of Information Center of Armenia” NGO implemented two projects, by the financial support of the USAID/Armenia and the World Bank Yerevan Office. 
 

  • In November 2010 “Freedom of Information Center of Armenia” established the FOI non-formal Educational Center for providing continuous trainings for public officials and civil servants. T
     
  • In 2010 in 8 Armenian communities – 4 villages (Kuchak, Balahovit, Jrashen and Aparan) and 4 cities (Artashat, Eghvard, Spitak and Aparan) – “Freedom of Information Center of Armenia” placed 40 information billboards, due to which the local self-government bodies should disseminate the information they posses.
