In January 2024, the "Civil Pact" party, after the FOICA appealed to the court, asked to sign a settlement agreement and provided the required information on pre-election fundraising.
This is the first court precedent in Armenia, which refers to proactive transparency; the local public authority was obliged to fulfill the duty established by the FOI law to ensure proactive transparency, based on a judicial act.
On June 9, 2022, the RA Administrative Court upheld the Freedom of Information Center's lawsuit against the Yerevan Municipality for violating the right to freedom of information.

Success Story 42: Due to FOICA the Concept of the Struggle against Disinformation was Adopted

Thanks to two years of efforts of FOICA and active cooperation with partners, the Concept and the Action Plan of the Struggle against Disinformation 2024-2026 were adopted. The documents were developed by the Freedom of Information Center of Armenia.

Back in 2021, in the framework of discussions organized by the Center for Freedom of Information with the support of the Center for International Private Enterprise (CIPE), representatives of the business community raised the issue of the lack of documents regulating the sector. Later, FOICA presented this need to the government and, after receiving preliminary approval, turned to CIPE for assistance in making the initiative a reality.

Shushan Doydoyan, the president of the FOICA was leading the expert team developing the documents. The team was in close cooperation with the Information and Public Relations Center and with the support of the Center for International Private Enterprise (CIPE). Lusine Grigoryan from the Media Initiatives Center and Anna Naghdalyan from the International Republican Institute (IRI) also participated in the development process.

The main goal of the Concept is to provide a proper response against disinformation in RA, preventing, reducing, and neutralizing the risks of misinformation. The document brings together the efforts of government, civil society, and citizens to combat disinformation. The Concept envisages the scope, purpose, modern methods, and tools for combating disinformation.

This document unites the efforts of the government, civil society, and citizens to combat disinformation. The national strategy envisages the scope, purpose, modern methods, and tools of the struggle against disinformation. The document defines the strategic directions of combating disinformation, which the Government of Armenia should be guided by in communicating with the public, media, and civil society. It envisages a complex of urgent and immediate actions to protect the Republic of Armenia, its institutions, and its citizens from disinformation.

The main goal of the Concept is to ensure the proper response of the Government of Armenia by preventing, reducing, and neutralizing the risks of disinformation.

The Concept against disinformation incorporates 3 strategic directions։

  • Strengthen the capabilities of state institutions of Armenia to prevent, detect, and analyze disinformation;
  • Improving cooperation and mobilizing the private sector to tackle disinformation;
  • Raising awareness and level of education on media freedoms and media literacy by constituting societal resilience towards disinformation.
