2024 has been marked by numerous milestones that underscore FOICA’s commitment to transparency, accountability and access to information. In 2024 FOICA delivered the following outcomes:
- 75 representatives from more than 50 central government and local self-government bodies have enhanced their knowledge and professional skills on freedom of information legislation through capacity development trainings.
- 22 state bodies received consultations and advisory support on how to apply freedom of information and personal data processing rules, and how to improve public communication.
- Mapping of all online public outreach platforms of state bodies (official websites, public service portals, mobile applications, official and personal accounts, and pages in social media) was conducted and a comprehensive database was developed.
- The Access to Information Self-Assessment System, developed by FOICA, has been applied in the Prime Minister’s Office, the Ministry of Labor and Social Affairs, and the Ministry of Economy as part of the commitments under the Open Government Partnership Action Plan.
- The access to information statistics form developed by FOICA has been introduced in state administration bodies, ensuring the creation of unified statistical data in the FOI field.
- The Concept and the Action Plan of the Struggle against Disinformation 2024-2026 developed through FOICA’s initiative has entered into force.
- Assessment of the communication needs of the Supreme Judicial Council was implemented and a communication strategy and action plan of the Supreme Judicial Council were developed.
- In 2024, approximately 250 information requests were submitted. The data collected through these requests have been used for advocacy, legal support, and research purposes.
JOURNALISTS
- We have assisted 100 journalists to get access to information by providing legal support on freedom of information.
- We have conducted training courses and working discussions on the topic of freedom of information for about 50 journalists.
- We have organized professional skills development training sessions for 20 journalists from Artsakh.
- Artsakh journalists, with mentorship from FOICA experts, have produced multimedia articles on Artsakh-related issues and the challenges faced by its people.
BUSINESS COMMUNITY AND ADVOCATES
- We organized a workshop titled ‘Information Space Integrity։ With business, for business’ for 30 business community representatives.
- We conducted a communication skills development course for 20 future advocates.
RESEARCH AND GUIDELINES
- We conducted “Access to Information Right of Journalists in Armenia-2024” research summarizing the practice of freedom of information.
- We developed a toolkit for journalists on using the unified platform for electronic requests, e-request.am.
- We conducted “Establishment of the Independent Oversight Body/Commissioner for Freedom of Information in Armenia” research highlighting the necessity of its establishment in the context of Armenia’s international commitments.
- We won a court case against the “Civil Contract” party which requested a settlement and provided FOICA with the necessary information.
Membership and Speeches
- We became a member of the Global Forum for Media Development (GFMD) community of organizations supporting journalism and media development.
- At the international event “Borderless Repression: Transnational Threats to Journalists in the European Landscape” solutions for preventing transnational threats against journalists were presented.
- At the 9th meeting of the Aarhus Convention’s Working Group on Access to Information in Geneva, we presented the opportunities and challenges of official electronic platforms presenting environmental data.
- We presented FOICA’s experience and approaches at the local OGP conferences/events, highlighting the critical role of civil society and citizen engagement in the OGP processes.
