For 23 years, the Freedom of Information Center has been operating in Armenia, promoting the application of legislation on freedom of information and enhancing transparency within the government system of the Republic of Armenia. The FOICA was established on July 1, 2001.

The Internal Guideline on the Security of Personal Data Processing by Local Self-Government Bodies has been developed by the Freedom of Information Center.
The purpose of the Guideline is to define:
The main requirements for information security within the community,
The responsibilities of the community staff in ensuring and monitoring compliance with information security requirements,
The procedures for ensuring information security requirements in the community office(s).
