FOICA held capacity-building workshops for journalists on freedom of information

On March 3-4, 2026, the Freedom of Information Center of Armenia, with the support of Free Press Unlimited, organized two capacity-building workshops for journalists on the application of the right to access information. The workshops aimed to deepen journalists’ knowledge of access to information legislation and support them in more effectively exercising and defending their right to information.

The workshops brought together 20 media professionals representing both national and regional media outlets, including online and cable television channels, radio stations, online news outlets, and specialized digital media platforms. Among the participants were staff journalists, regional correspondents, as well as journalism university students who contribute to media outlets and are currently undergoing professional internships. Fourteen out of 20 the participants were from the regions of Armenia, including Kotayk, Gegharkunik, Tavush, Armavir, Shirak, and Ararat.

During the workshops, FOICA experts presented the legal foundations and practice of freedom of information in Armenia. Participants explored key legal principles of access to information, discussed common challenges journalists face when accessing public information, and reviewed the practice of refusing information requests as well as the available mechanisms for restoring violated access to information rights.

One of the key components of the agenda was dedicated to e-request.am, Armenia’s unified official digital portal for submitting information requests. Journalists who were new to the platform were introduced to its main functions and basic steps, while more experienced users discussed its less visible opportunities and potential risks. The sessions also addressed the broader role journalists can play in improving the effectiveness of such digital tools and identifying practical challenges in their use. Participants also gained knowledge on legal mechanisms on how to appeal illegal refusals of information requests. 

The results of the knowledge assessment conducted among workshop participants showed a significant improvement in participants’ understanding of access to information mechanisms. The overall share of correct answers increased from 58.5% before the training to 89% after the workshops, indicating that the topics discussed and the practical exercises contributed to a deeper understanding of how journalists can effectively exercise their right to access information.
