Whom can one apply to receive information?

According to the 3rd article of the law on “Freedom of Information,” people can get information from:

Central government bodies;
Self-governing bodies;
State institutions;
Organizations financed from central or local government budgets;
Organizations with public functions, – Officials.

In each body, the obligation to provide information is laid on the person responsible for freedom of information.
