FOICA published the Black List 2024

The Freedom of Information Center has published the 2024 annual Black List. During 2024, the following state officials violated people’s or organizations’ constitutional right to access information by providing unreasonable or incomplete responses, illegal denials, or leaving requests unanswered. 

  • Ararat Mirzoyan, Minister of Foreign Affairs
  • Samvel Ghukasyan, Former Head of Kentron Administrative District, Yerevan
  • Vahe Ghazaryan, Former Minister of Internal Affairs (January 2023 – November 2024)
  • Vardges Samsonyan, Gyumri Former Mayor
  • Tigran Avinyan, Yerevan Mayor

During 2024, the Freedom of Information Center (FOICA) sent 250 information requests to state bodies. The data collected through these requests have been used for advocacy, legal support, and research purposes.

Here are the key findings:

  • A significant portion of FOICA’s requests—225 (90%)—received timely and complete responses.
  • Nine requests (3.6%) received delayed but complete responses, with an average delay of 10–15 working days. No long-term delays were recorded.
  • Five requests (2%) received incomplete, overly general, or insufficient responses that did not fully address all questions raised. Four requests (1.6%) received unjustified responses.
  • Three requests (1.2%) were unjustifiably denied, with authorities either failing to provide legal grounds for rejection or citing improper reasons, such as the wrongful classification of information as personal data.
  • Four requests (1.6%) were completely ignored.

It is important to note that the presented data pertain exclusively to the information requests submitted by FOICA. Given FOICA’s extensive experience in the field, its recognition within the state system, and its close collaboration with FOI responsible officials, these figures do not fully reflect all the challenges in the field. Moreover, FOICA’s observations indicate that the organization’s requests generally receive proper responses. However, requests submitted by citizens—and, at times, even by journalists—often go unanswered or receive incomplete responses.
