On December 4, 2023, the Freedom of Information Center of Armenia (FOICA) initiated legal proceedings by filing a lawsuit to compel the "Civil Contract" party to disclose information.
The Human Rights Defender of the Republic of Armenia confirmed the fact of violation of the Freedom of Information Center's right to receive information by the Yerevan Municipality.
Media Defence has today filed a case at the Strasbourg court on behalf of four Armenian citizens following the bombing of the town of Martuni by Azerbaijani forces during the recent armed conflict in Nagorno-Karabakh. The applicants - three journalists who were injured and the brother of a journalist fixer who was killed - allege that as a result of this attack their rights under the European Convention on Human Rights were violated by Azerbaijan.

21. FOICA vs. Labor Socialist Party of Armenia

The FOICA sent an information request to the president of Labor Socialist Party of Armenia Movses Shahverdyan on April 21, 2009 asking to provide:
1. The copy of financial report 2008, which should cover information defined by the RA “Law on parties” article 28, part 3,
2. Information about those charitable sources which donation valued more than the centuple of minimal salary, defined by the law.

The request wasn’t answered. On July 9, 2009 FOICA applied to the RA Center and Norq Marash districts Court of   general jurisdiction claiming to oblige the party to provide information. Preliminary court session, however, isn’t assigned as the court couldn’t inform properly the party about the appointment of the court session – the party’s address was changed while the new one was unidentified.

During the court hearing dated on Januray 19, 2010, the Court finally managed to find out the party’s address, but the respondent didn’t appear to the court hearing. Thus, the Court decided to hear the case in absence of the respondent.

On March 26, 2010, the Center and Norq Marash districts Court of general jurisdiction fully satisfied the FOI Center’s claim, obliging the Labor Socialist Party of Armenia to compensate the state tribute paid by FOICA and to provide the whole requested information within 5 days.

The Labor Socialist Party of Armenia failed to fulfill the court decision. Thus, on 29 July, 2010, FOICA turned to the Judicial Acts Compulsory Enforcement Service to oblige the Labor Socialist Party of Armenia to comply with the court decision.
