Thanks to two years of efforts of FOICA and active cooperation with partners, the Concept and the Action Plan of the Struggle against Disinformation 2024-2026 were adopted. The documents were developed by the Freedom of Information Center of Armenia.
In January 2024, the "Civil Pact" party, after the FOICA appealed to the court, asked to sign a settlement agreement and provided the required information on pre-election fundraising.
This is the first court precedent in Armenia, which refers to proactive transparency; the local public authority was obliged to fulfill the duty established by the FOI law to ensure proactive transparency, based on a judicial act.

Success Stories 26․ The Irrigation System is Under the Target of Monitoring

Billions are being invested, but the irrigation system is in dire straits. What solutions offer the EU co-financed sub-grant project․ 

To rehabilitate the irrigation system, tens of billions of dollars are spent every year, but the exact opposite is the process. losses are rising, tariffs are rising, and the irrigation water deficit goes deeper. Freedom of Information Center together with “ALT” TV Company has launched a project called “Supervision and Publication of Irrigation System Rehabilitation Activities” subgrant project, which is co-funded by the European Union.

The project will help to make the irrigation system more efficient. Head of “ALT” TV Company Khachik Danielyan notes that the whole amount has gone to electricity costs, the bank interest rates of the WUs have been closed, and no money has been spent for repair and construction.

“Over the past few years, the water users’ ineffective work style has been felt. The percentage of charging does not reach 32. Armavir water users collected 29%, and Echmiatsin water users 31%. This means that there are corruption agreements between residents and residents, and the resident is not aware of it,” notes Khachik Danielyan.

The problem of the irrigation system is particularly felt in communities. The situation is getting worse, and the competent structures do not move the cart. The director of the subgrant project “Supervision and Publication of Irrigation System Rehabilitation activities” had various meetings with community leaders, and representatives of water user companies to jointly address the problems in the system and propose solutions.

As a result, the rehabilitation of the irrigation system will be spent purposefully and effectively, which in turn will alleviate the problems of the field.
