On 30 August, 2011 the State Revenue Committee adjunct to the ARM Government provided the Freedom of Information Center of Armenia with excerpts containing the data included in the property and revenue declarations of all the ARM Regional Administrators. It should be mentioned that according to the 5th point of the 2nd supplement of the ARM GOV decision about “Defining the list of data subject to publication and the order of providing this information, which is included in the property and revenue declarations of officials”, media outlets can apply for excerpts referring to the last fiscal term in the time between 1st of August and 1st of December. Therefore, the Freedom of Information Center of Armenia could obtain excerpts about the data included in the property and revenue declarations of regional administrators from the State Revenue Committee adjunct to the ARM Government only between 1st of August and 1st of December. In 2010 Regional Administrator of Lori Arthur Nalbandyan was the Mayor of Alaverdi. Hence, his property and revenue declaration was regarding the revenue he received while holding the abovementioned post. In 2010 none of the 10 regional administrators sold any property and only two of them purchased new property. So, Regional Administrator of Ararat Edik Barseghyan bought a piece of land, and Regional Administrator of Lori Arthur Nalbandyan bought a building and construction.
In 2010 none of the regional administrators had revenue in foreign currency. Only Regional Administrator of Ararat had property revenue – around AMD12.000.000. In 2010 Regional Administrator of Lori Arthur Nalbandyan had the highest revenue – AMD17.739.735. He is very closely followed by Regional Administrator of Ararat Edik Barseghyan, whose overall revenue (both cash and property revenue) was AMD17.661.420. It is worth noticing that Edik Barseghyan had the highest revenue in 2009 – AMD3.764.690.
In 2010 Regional Administrator of Vayots Dzor Sergey Bagratyan had the 6th highest revenue with AMD10.644.164. Here one noticeable fact should be mentioned – in the last three years Regional Administrator of Lori has been among the top three highest revenue regional administrators: in 2008 former Regional Administrator of Lori Aram Kocharyan was in the first place (AMD35.070.600), in 2009 he was in the second place (AMD3.088.000), and in 2010 the present Regional Administrator of Lori Arthur Nalbandyan is again in the first place (AMD17.739.735).
In 2010 Regional Administrator of Tavush Armen Ghularyan had the lowest revenue – AMD2.282.200. He is preceded by Regional Administrator of Gegharkunik Never Poghosyan and Regional Administrator of Aragatsotn Sargis Sahakyan – AMD2.378.400 and AMD2.518.582 accordingly.
The 2010 revenue of the rest of the regional administrators varies between AMD2.5-9 million.
In 2010 all the regional administrators together had revenue of AMD71.611.493, where AMD12.000.000 was property revenue.
