The Group of States against Corruption (GRECO) of the Council of Europe has published a thematic paper entitled “Access to Information.” The document summarises the key findings and recommendations of the Fifth Evaluation Round, focusing on strengthening transparency and integrity within central governments and law enforcement agencies.
The paper highlights the main obstacles to accessing official information, such as delays in disclosure, lack of proactive transparency, and complex appeal procedures. GRECO recommends expanding the scope of publicly available information, enshrining the principle of proactive transparency, and ensuring that independent oversight bodies have sufficient authority and resources.
