Name of the sub-grant project: Participate in community development

Brief Description: In some communities of Syunik marz, the level of recruitment of local budgets’ own revenues does not exceed 60% of the planned amount. According to the results of the analysis published by the RA Ministry of Territorial Administration and Development, the lowest percentage of tax collection in Syunik is in Tatev community. In December 2018 the percentage of collected taxes dropped by 21% compared to 2016.

The main reason is that the residents do not trust the local self-government and the fact that there is no clear policy for tax collection, community budgeting at the expense of own resources, as well as lack of mutual confidence in the relationship between local self-government and local authorities, the non-transparent budget expenditure. People often do not pay taxes because they are not sure they are used effectively.
The program will explore and investigate the real reasons for low tax collection in Tatev community, developing a package of proposals through discussions to improve the process, as well as raising the awareness of the population on community budget revenues collection and targeted use.

It is expected that as a result of the project, the revenue collection index of Tatev community will increase.

Actions in Brief: Within the framework of the project, research will be conducted on the issues of collection of budgetary revenues in Shinuhayr, Kot, Harzhis, Svarants, Halidzor, Tandzataph, Tatev community of Syunik marz, how the community revenues are collected and what type of problems we have. Four discussions will be organized on the findings of the research to understand what steps can be taken to develop new tax collection mechanisms.

For community residents will be printed leaflets, which will be submitted to the community by 2019 with infographics of budget.
