2. A MODEL FOR MONITORING IMPLEMENTATION OF FREEDOM OF INFORMATION ACTS

The project was supported by Justice Initiative, OSI, Budapest, Hungary.

Time period – April – November 2003.

Besides Armenia, South Africa, Macedonia, Bulgaria and Peru also participate in the project. This program will develop a pilot test a Model for Monitoring the Implementation of the FOIA in target countries. The Project consists of three modules, or phases in the monitoring process. In the first phase, a legal review of FOI Acts will identify the basic regulations that govern access to information. This permits a standard by which to evaluate the target country’s progress toward implementing its own law, and leads to more detailed legal analysis in related work. In the next phase, the Model tracks the Request process across a representative selection of institutions and requestors. The final phase of monitoring goes beyond basic obligations to assess the extent each country promotes the spirit of open access. This last phase will aim to identify problems that may limit institutions and officials to meet this higher duty.
