Time period – March – November 2004.
The project is simultaneously implemented in 16 member countries of the FOI Advocates Network, such as South Africa, Macedonia, Bulgaria, Peru Romania, etc. The purpose of this FOI Implementation Monitoring Tool is to provide baseline and trend measurements by which to assess Armenia’s movement toward full and open access to information, especially to information of public interest. These measurements are based on real world applications of the system of access to public information, and will assess:
– the extent to which a specific country is meeting its own mandate regarding free and open information;
– the extent to which that country’s mandate (and implementation) meets international standards of FOI.
