Ministerial Revenues 2010

On 30 August, 2011 the State Revenue Committee adjunct to the ARM Government provided the Freedom of Information Center of Armenia with excerpts containing the data included in the property and revenue declarations of all the ARM ministers. It is worth mentioning that according to the 5th point of the 2nd supplement of the ARM GOV decision about “Defining the list of data subject to publication and the order of providing this information, which is included in the property and revenue declarations of officials”, media outlets can apply for excerpts referring to the last fiscal term in the time between 1st of August and 1st of December.

Therefore, the FOICA could obtain excerpts about the data included in the property and revenue declarations of ministers from the State Revenue Committee adjunct to the ARM Government only within the abovementioned timeline. Only information about ARM Minister of Agriculture Sergo Karapetyan was not provided because in 2010 he did not hold the post as a minister, and was the president, executive director of the Artashat Canning Factory OJSC (he became a minister on 1 January, 2011).

Thus, the information is presented only for 17 ministers. In 2010 6 out of 17 ministers sold or obtained some property. So, Minister of Justice Hrayr Tovmasyan purchased one building and construction. So did Minister of Finance Vache Gabrielyan. In 2010 Minister of Defence Seyran Ohanyan, Minister of Sport and Youth Affairs Artur Petrosyan and Minister of Transport and Communication Manuk Vardanyan sold “Toyota Prado”, “Toyota Camry”, and “Chevrolet Niva” vehicles accordingly, purchasing nothing in return. It is worth mentioning that Minister of Sport and Youth Affairs Artur Petrosyan and Minister of Defence Seyran Ohanyan sold “Mercedes Benz C 180” and “Porsche” cars accordingly in 2009 as well, purchasing nothing in return. Minister of Urban Development Vardan Vardanyan sold one piece of land in 2010, purchasing another piece of land instead.

In 2010 none of the ministers had property revenue. In 2010 Minister of Justice Hrayr Tovmasyan, Minister of Diaspora Hranush Hakobyan and Minister of Urban Development Vardan Vardanyan had foreign currency incomes (USD500, USD781, and USD6.602 accordingly). In 2010 Minister of Healthcare Harutyun Kushkyan had the highest revenue. His revenue was AMD326.543.484, which is more than 100 times more than that of the lowest revenue Minister of Culture Hasmik Poghosyan’s (AMD3.071.600). It should be mentioned that Harutyun Kushkyan had the most revenue amongst the ARM ministers in 2008 (AMD381.607.396) and 2009 (AMD341.615.000) as well.

The Minister of Healthcare is followed by Minister of Nature Protection Aram Harutyunyan, whose revenue in 2010 was AMD103.250.403. The Minister of Nature Protection was the second in 2009, with revenue of AMD131.061.616. Third highest revenue minister is Minister of Finance Vache Gabrielyan with revenue of AMD31.550.819 in 2010. As was already mentioned, the least revenue in 2010 had Minister of Culture Hasmik Poghosyan with AMD3.071.600. She was one of the three lowest revenue ministers in the last two years as well. In 2009 she had revenue of AMD3.190.800, and in 2008 – AMD2.903.800, which was the lowest revenue amongst all the ministers. Hasmik Poghosyan is preceded by Minister of Energy and Natural Resources Armen Movsisyan with AMD3.592.020, and ARM Vice Prime Minister, Minister of Territorial Administration Armen Gevorgyan with AMD3.636.309. The revenue of the rest of the ministers in 2010 varies between AMD3.8-22.7 million.
All the 17 ministers who have presented a property and revenue declaration together have had revenue of AMD579.371.909 and USD12.383 during 2010.

10. Minister of Defence Seyran Ohanyan – AMD6.666.552, also sold a “Toyota Prado” vehicle,

12. Minister of Foreign Affairs Edward Nalbandyan – AMD6.313.880,
13. Minister of Urban Development Vardan Vardanyan – AMD4.548.444 and USD6.602, also sold a piece of land and purchased another.
14. Minister of Labor and Social Affairs Artur Grigoryan – AMD3.874.232,
