Black List: 10 Year’s Digest, 2001-2011 July

The FOICA’s Black List mainly includes heads of departments who have violated the access to information right, because:
a.) S/he is the person representing the department both officially and practically,
b.) ARM “Law on Freedom of Information” requires that all state bodies follow the established order, protecting and promoting the implementation of citizens’ access to information right. Therefore, if a department does not comply with these requirements, the final responsibility goes to the chief of the department.
In 10 years – from 2001 till 2011 – the Black List has included:

As for the mayors of Berd, Artashat, Tsakhkadzor, Dilijan and Sisian, in the last 10 years they appeared in the Black List only once.

Heads of different administrative districts of Yerevan – 39 times
In 2001-2011 heads of 11 administrative districts of Yerevan out of 12 periodically appeared in the Black List of “Freedom of Information Center of Armenia”. Only the head of Avan Administrative District is an exception, because he has never created problems in terms of providing information.
In the Black List that was formed after analyzing the past 10 years, first place went to the head of Arabkir Administrative District (6 times). Second place went to the heads of Erebuni, Kentron (Center) and Malatia-Sebastia administrative districts (5 times each); third is the head of Nork-Marash Administrative District (4 times); in the fourth place are the heads of Nor Nork, Shengavit and Davtashen administrative districts (3 times each); fifth is the head of Ajapnyak Administrative District (twice). Heads of Kanaker Zeytun and Nubarashen administrative districts appeared in the Black List only once each.

Heads of political parties appeared in the Black List 37 times.
Heads of village municipalities appeared in the Black List 65 times.
