This report Transparency and Silence details the results of a study undertaken by the Justice Initiative and its partners to discover how government offices and agencies in fourteen countries — Argentina, Armenia, Bulgaria, Chile, France, Ghana, Kenya, Macedonia, Mexico, Nigeria, Peru, Romania, South Africa, Spain — respond to specific requests for information. The study provides valuable insight into the procedural application of access to information norms in the monitored countries.
